Dr Marek Dabrowski is a Non-Resident Scholar at Bruegel, Brussels, Co-founder and Fellow at CASE - Center for Social and Economic Research in Warsaw, and Visiting Professor at the Central European University in Vienna. He was a cofounder of CASE (1991), former Chairman of its Supervisory Council and President of the Management Board (1991-2011), Chairman of the Supervisory Board of CASE Ukraine in Kyiv (1999-2009 and 2013-2015), Professor of the Higher School of Economics in Moscow (2014-2022, and Member of the Board of Trustees and Scientific Council of the E.T. Gaidar Institute for Economic Policy in Moscow (1996-2016). He also held positions of the First Deputy Minister of Finance of Poland (1989-1990), Member of Parliament (1991-1993) and Member of the Monetary Policy Council of the National Bank of Poland (1998-2004). Since the end of the 1980s, he has been involved in policy advising and policy research in Azerbaijan, Belarus, Bosnia and Herzegovina, Bulgaria, Egypt, Georgia, Iraq, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Montenegro, North Macedonia, Poland, Romania, Russia, Saudi Arabia, Serbia, Somalia, Syria, Turkmenistan, Ukraine, Uzbekistan and Yemen, and in several international research projects related to monetary and fiscal policies, growth and poverty, currency crises, global financial architecture, perspectives of European integration, European Neighborhood Policy and the political economy of transition. He has also worked as a consultant in several EU, World Bank, IMF, UNDP, UNICEF, OECD, GIZ and USAID projects. Fellow under the 2014-2015 Fellowship Initiative of the European Commission – Directorate General for Economic and Financial Affairs. Member of the Academia Europaea (since 2020). Author of several academic and policy papers and editor of several book publications.
Policymaking experience:
Active policymaking experience in designing and carrying out major systemic and policy reforms, and anti-inflationary policy in Poland as Secretary of State (First Deputy Minister) in the Ministry of Finance (1989-1990), Chairman of the Council of Ownership Transformation under Prime Minister (1990-1995), Member of Parliament (and Parliamentary Budget and Financial Committee – 1991-1993), Member of the Advisory Board to the Governor of the National Bank of Poland (1993-1997), Member of the Monetary Policy Council of the National Bank of Poland (1998-2004) – coauthor of inflation targeting strategy adopted by the NBP in 1998-2000. Policy research and policy advising experience:
- experience in country-specific and cross-country comparative analyzes related to monetary and fiscal policy, macroeconomic trends (including macroeconomic forecasting and financial programming), financial stability (including financial crises), global economy and global financial architecture, EU and Eurozone economy, European integration, external trade relations of the EU, European Neighborhood Policy (Eastern and Southern dimension), institutional reforms, and political economy of policy reforms (especially related to post-communist transition and European integration);
- 45 years of professional experience in policy-oriented research, analyzes, policy advising and evaluation of technical assistance programs related to more than 20 countries in Europe, former USSR, Asia, Middle East and North Africa;
- experience in organizing, coordinating and executing several tens of research and technical assistance projects involving experts from many countries and (very often) working in different work locations (using means of e-mail communication and internet)
- experience organizing and supervising international publication activity
- experience in programming and organizing international conferences, seminars and workshops;
- experience in organizing public education and training programs;
- good contacts with media and ability to present both professional opinion and research output in easily accessible form.
Institution building and academic management experience:
- co-funding, leading and managing (1991-2011) a well-known international policy think tank (CASE – Centre for Social and Economic Research) which has been ranked among the thirty most influential non-US think tanks in the world in 2011-2013 (according to the Think Tanks and Civil Societies Program of the University of Pennsylvania)
- funding a network of CASE associated research organizations in Central and Eastern Europe and former USSR (1998-2011)
- consulting several publicly owned and non-governmental research institutions and think tanks on issues related to their strategy, activity plans, institutional capacity building, fundraising, etc. (in Belarus, Bulgaria, Egypt, Kazakhstan, Romania, Russia and Ukraine)
- international fundraising experience; good knowledge on available funding sources and mechanisms governing grant[1]making and research procurement; experience in drafting successful research proposals
- experience in drafting research institution strategic documents
- experience in building international partnerships and consortia of research institutions
