About Case
CASE – Center for Social and Economic Research is an independent, non-profit research institute founded on the idea that research-based policy-making is vital for the economic welfare of societies. Established in Warsaw in 1991, CASE today is recognized as the top think tank in Central and Eastern Europe and is one of the most highly regarded think tanks internationally. CASE carries out policy-oriented research and development assistance projects, specializing in the areas of: 1) Fiscal, monetary and financial policies 2) Sustainable development policies 3) Trade, innovation and productivity policies. Drawing on an experienced in-house staff, a network of fellows, and a database of approximately 1,000 experts, CASE provides rigorous quantitative and qualitative analyses, innovative methodologies, and sound recommendations.
Reinforcing European recovery — CASE Action plan for the biennium 2021-2022
The aim of Reinforcing European recovery – CASE Action Plan is to respond to the challenges that Europe is facing due to the COVID-19 pandemic. The main goal of CASE’s activities is to increase the understanding of both policy makers and a wider audience of the new post-COVID reality and to identify the main threats, but also the opportunities, that this new reality brings to the well-being of societies and the economy.
CASE recognises the needs of European policy makers to take unprecedented action with grave consequences. On top of this, CASE is also aware of existing shortages in the scientific research supporting evidenced-based policy responses to the new post-COVID challenges. The well-known challenges that Europe was facing have been significantly modified and even substituted by new ones and, as a consequence, the well-established and successful responses known from the past are simply no longer effective.
Therefore, by contributing with out-of-the-box thinking, new databases, and a detail-oriented approach, CASE’s actions are aimed at reinforcing the public debate on the needs of the new post-COVID reality, as well as providing high quality evidence and advice and innovative policy proposals to European policy makers and society. Territorial coverage of our activities includes not only the EU, but also its eastern and southern neighbourhood.

As in previous years, CASE’s statutory activity in 2022 was solely based on project activities (both non-profit and for-profit). Funds were obtained from the following sources (as a percentage of total project revenues for 2022):
In 2022, the European Union continued to provide the greatest portion of CASE’s revenue in the form of projects undertaken for various DGs of the European Commission, European Parliament, Eurostat, Committee of the Regions, Horizon2020 grants and others. Funding coming from the Polish public sector amounted to 21 % and the Polish private sector provided 4% of CASE’s revenue. The remaining funds were the provided by non-EU institutions (e.g., Norway Grants).
CASE - Center for Social and Economic Research was established in August 1991 when 10 economists, involved in the process of economic transformation in Poland, signed the founding act of a new private research institution. By December 1991 the court approved the institution and almost immediately CASE became involved in analyzing and assisting economic reforms in most of the post-communist countries of Central and Eastern Europe and former USSR. Starting in 1998, CASE began to build a network of CASE daughter organizations in other transition countries, and spread its scope of activity more broadly. It continued to build a network of partnerships and alliances with other research institutes and consulting companies inside and outside Europe throughout the early 2000.
In December 2000 the CASE Supervisory Council took a strategic decision to transform CASE into a truly international think-tank with a mission focusing on problems of European integration, post-communist transition and global economy. In line with its new strategic direction, in mid 2000s, CASE continued to establish its international competencies by undertaking a broader development agenda in other geographic regions such as Middle East and North Africa.
In order to secure its financial stability and intellectual independence, CASE has always sought for multiplicity and diversification of its founding sources. Historically, CASE research and technical assistance projects have been financed from various sources such as the European Commission, World Bank, UN agencies, USAID, OSI network, Ford Foundation, public authorities and private corporations in several countries.
