Mapping of EU Member State Legal Pathways for Labour Migration and Mobility (Phase II)
The Migration Partnership Facility (MPF) is an EU-funded programme that is implemented by ICMPD. The MPF supports the preparation and implementation of partnership initiatives supporting more effective migration management and dialogue by providing targeted, flexible and tailor-made assistance (mostly through grants) to the EU’s priority countries covered by various funding instruments included under the MPF.
The overall objective and purpose of the project is to carry out a mapping of 23 EU Member State legal pathways and to update the existing mapping for 4 others (Estonia, Netherlands, Poland, Portugal) for labour migration and mobility to feed into the MPF’s work to foster an enabling environment for partnership and knowledge management in relation to labour migration.
Within the project “Provision of Research Services to carry out a Mapping of EU Member State Legal Pathways for Labour Migration and Mobility” the consortium members will:
- Conduct a mapping outlining existing/available legal pathways and labour market priorities of 23 EU destination countries for labour migrants which experience labour shortages and have shown some interest in developing partnerships with third countries on labour migration: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Romania, Slovakia, Slovenia, Spain and Sweden.
- Update, as necessary, the Phase I case studies and summaries prepared in 2022 looking at Estonia, Poland, Portugal and the Netherlands.
- Produce or update individual national case studies compiling data and knowledge on existing legal frameworks in these 27 countries that would clarify pathways available at present for talent from outside the EU – using the same look/feel as for Phase I and be professionally formatted.
- Produce individual national summery reports (max. 8 pages) of 23 new countries and update 4 existing summaries – using the same look/feel as that of Phase I and should be professionally formatted.
- Produce a horizontal synthesis report and policy brief that links findings of Phase I and Phase II and draws policy recommendations in relation to current EU policy context (max. 8 pages). The document should align with the Phase I look/feel and be professionally formatted.
- Produce a summary article (blog post) featuring main highlights/insights gained from the mappings and policy brief and pointing to political relevance and next steps (max. 2 pages)
- Produce a professional visualisation for each of the 23 legal pathways using the same style and robust modelling as that produced for the Phase I.
- Develop a webpage/application for hosting on the MPF website that would allow visualisation and comparison of pathways between 27 EU MS to accompany the reports.
