The Diagnosis of the Belarusian economy and creation of a Center for the Development of a Market Economy

Carried out together with IPM and financed by the Open Society Institute, the project had three goals:

  1. Monitoring the Belarusian economy
  2. Education and substantive support for independent economists and NGOs and
  3. Creating a Center for the Development of a Market Economy (currently the IPM-CASE Research Center).

A Polish-Belarusian team prepared a methodology for conducting economic analyses in conditions of poor reliability of official data, and also carried out empirical research which covered 301 private and state-owned enterprises.

Public seminars presenting the results of the research were organized in Minsk and in Warsaw. A Russian-language book entitled "Белорусская экономика. От рынка к плану" (Belarus: From Market to Plan) was published. It is, to date, the only in-depth publication about the micro- and macro-economic situation in Belarus. It is distributed in Belarus by IPM and in Poland by CASE.
