Poland – Operational Programme 2007-2013 Innovative Economy – Case Study
The main objective of the Operational Programme Innovative Economy was the development of the Polish economy on the basis of innovative enterprises.
Case study prepared by CASE shows that despite improving innovativeness of numerous Polish enterprises, the innovation indicators in Poland are still well below the EU average. The majority of supported companies absorb innovative technologies from abroad instead of creating own innovative solutions. The EU funds supported mainly companies with smaller share in creating value added and contributing to the economic growth to a lesser extent. It seems that better effects could have been achieved through focusing the support on a smaller number of measures. What is more, the monitoring system performance is rather poor which results in scarce evidence on the impact of the support, while risk aversion and bureaucratic procedures of Programme implementing bodies limited the overall effectiveness of the public intervention.
