State-owned enterprises (SOEs) and the trade war
Concerns about SOEs are just one symptom of a broader tension between the economic freedoms and state intervention paradigms and the crisis of institutions we are currently experiencing, argued CASE President Dr. Przemysław Kowalski at a recent seminar organised by the Centre for International Economics and Trade of the Norwegian Institute of International Affairs (NUPI) in Oslo.
SOEs play an important role in many countries and have recently come under increased scrutiny as a consequence of the escalating trade conflict. Focus should likely be on state actions, not specific types of enterprises that are involved. Comprehensively tackling various forms of state support in complex global value chains at the World Trade Organization would be the best approach, but it is also looking increasingly difficult, argued Dr. Kowalski.
