Shallow versus Deep Integration between Mediterranean Countries and the EU and within the Mediterranean Region

In the framework of CASE three year project "MEDPRO - Prospective Analysis for the Mediterranean Region" CASE Network Report No.96 aims at paving the way for assessing the specific impact of shallow versus deep integration between Mediterranean (MED) countries and their partners in the European Union as well as between the MED countries themselves.

The report relies on dataset developed for the MEDPRO project concerning tariffs, used as a proxy for shallow integration and Non Tariff Measures (NTMs), used as a proxy for deep integration. Additional data are also included in order to take into account other trade costs, especially transport costs and logistics costs.

The idea is to test which of the three elements of trade costs – tariffs, NTMs, and trade logistics cost - are the most impeding to bilateral trade between MED countries and EU countries as well as amongst MED countries.
Further, a number of simulations are carried out trying to differentiate between the impact of partical liberalization and full liberalization on trade creation.

The MEDPRO project aims at helping the reform process by enhancing the level of information on the challenges and providing deeper insight into the policy options. This will be accomplished through an exceptional dissemination effort in MED11 countries provided by FEMISE network, in cooperation with CEPS, locally assisted by the FEMISE partner institutes and members of the consortium.
