CASE Network Reports No. 100: The Impact of the Global Financial Crisis on Public Expenditures on Education and Health in the Economies of the Former Soviet Union
CASE Network Report No. 100 has been prepared in the framework of the project “The Impact of the Global Financial Crisis on Public Service Delivery in the Economies of the Former Soviet Union,” which is supported by the Local Government and Public Service Reform Initiative of the Open Society Institute.
This project aims to analyze the attitude of the governments in the countries the former Soviet Union (FSU) towards financing key public services in education and health under the conditions of the global economic crisis. The project covers six FSU countries: Belarus, Georgia, Kyrgyzstan, Moldova, Russia, and Ukraine. For each of these countries, a separate report has been prepared by the project team.
In addition to the six country reports, this paper provides a regional overview of common trends and country-specific factors influencing the general economic and fiscal situation and the performance of the education and health sectors in these countries. Where relevant and possible (from the point of view of data availability), this overview also covers some other FSU countries.
